2017 and (2) the implementation of a Section 113 agreement between
Merton, Wandsworth and Richmond authorising staff to make licensing
decisions on behalf of Wandsworth and Richmond.

Reason for urgency:
Delaying the signing of the Staff Transfer Agreement and the Section113 agreement would mean that the proposed TUPE transfer of Wandsworth staff to Merton scheduled for 1st November would no longer take place and have to be rescheduled later in the month. This would create logistical difficulties for Wandsworth and Merton staff, not least because payroll arrangements would need to be recalculated causing staff unnecessary anxiety. Having to postpone the staff transfer date would also cause potential reputational damage to Merton Council and its partners. On this basis, the Chair of the Overview and Scrutiny Commission agreed to waive the requirement for call-in.
