Sandy Lane/Fernlea Road closure

We the undersigned petition the council to RE-OPEN Sandy Lane and revise the Council’s order approving the 18-month road closure, which was issued without any prior consultation with the local residents and/or councillors.

Signs went up last week to say that Sandy Lane in Mitcham was closing on the 7th September. It is understood that this will last for up to 18 months, however, residents were given no meaningful prior notice of the closure that will cause major disruption. There was no consultation and only a letter issued telling residents about the closure was when a series of signs went up - just days before it was set to come into force.

The road is scheduled to be closed for 18 months but we know this will end up being permanent.

At present we have the main bollards and when we had the temporary cones they were knocked off the road allowing people to drive on the pavement. This is more detrimental as it end up having someone die due to reckless driving.

Everybody who lives in Mitcham and our community knows the impact that one road closure can have on all the other connecting roads - to block it for 18 months will impact far more people than just its local residents. It will also obstruct emergency access to the road, potentially putting people’s lives at risk.

It's not acceptable that Sandy Lane/Fernlea Road residents weren't even told about the plans to close their road for 18 months - much less given the opportunity to discuss their concerns with the Council.

Closing the road to motor vehicles during school hours is fine, but there must have been a better way to deal with this. We now have cars constantly doing 3 point turns on both sides when they are not aware of the vehicles ahead.

Exemptions have not even been properly set up so when will residents who live on Sandy lane know that they can drive freely to get home without being penalised by fines.

We request that the Council revise these proposals to reduce the impact on people's lives.

Council response

Due to the need to tackle additional congestion created as a result of COVID-19 the Government required local councils, like Merton, to introduce Low Traffic Neighbourhood and School Street schemes under emergency / Temporary Orders. Merton chose to introduce its measures under Experimental Traffic Orders. This means a consultation begins following the temporary installation of schemes, and the consultation will remain open for 6 months so that members of the public more specifically residents can provide informed feedback on their experience.

After the consultation on this scheme closes it will be reviewed and all feedback will be considered before making a final decision, including this petition. The final decision could include either making it permanent, amending it or removing it.
