A statementwas read out on behalf ofthe Ward Councillor Linda Kirbywho made points including:

•  Thesite hadtwo approvedhousingdevelopmentsfrom 2017and2019

•  TheApplicanthadleftthesite ina slum likestate

•  TheApplicanthadbuilta builta car washbusiness

•   TheEnforcementOfficershadcloseddownthebusinessasthesitewas not usedforthepurposesoftheplanningpermissionwhich hadbeengranted

•   TheApplicanthadputin aretrospectiveapplicationtobuildhouses,butthis did notmaterialise

•   Thebusinesshadputin aretrospectiveorderforplanningpermissionand continuedbuildingduringweekendswhich haddisturbed theneighbours

•  The areahas two carwash businessesandanother oneis notneeded

•  Thebehaviourofthebusinesshas shownnoregardfor theresidents

•   AtemporarystopnoticehadbeenissuedbytheEnforcementTeamandthis wasconsideredas awrittennotice

•  Thenoticewas forunauthoriseduseandthePlanningOfficerwelcomedthe

Applicant’s offerto meetwith him

The Planning Officer forrespondedto questionsfrommembers:

•  Thesite haddoubleyellow lines aroundvehicleaccessandparkingbays

•  The proposalwouldcause traffic congestionfor cars

Memberscommented on the application. Memberscommentedwere mindfulof Officersrecommendationsbutif theApplicationcouldattenda meetingto mediateon amatterofhousingdevelopment,thentheapplicationcouldbedeferred.

The Planning Officer responded to Member’scommentsandadvised:

•  Theapplicationhad beensubmittedin January 2022

•   Theapplication transport statement didnotrelateto theapplicationbuta previousonesubmitted.Therewasnonoiseimpactstatement,so noclarity was givenby theApplicant

•   Theapplicanthas indicateda requestto meetbutnotconfirmedtodiscuss this has notbeenputin writing.A temporary conditioncouldbe given

•   Theapplicantneedstoresolvethebreachonthelandfor an invitation toputin a newapplication.

•   Ifmembers believethere isscopefor theapplication,thentheapplication couldbedeferred.
