Proposed RPC CPZ (Cambridge Road area, Raynes Park) - Informal Consultation (Raynes Park Ward) pdf icon PDF 7 MB

Minutes:

1. Cottenham Park Allotments, Cambridge Road - Following officers introducing the report, the Advisory Panel heard oral representations from Philomena Freeman (representing the Cottenham Park Gardens and Allotments Association), including
(a) that the Allotment site had no dedicated parking
(b) that many of the properties in Cambridge Road in the vicinity of the Allotment site had off-street parking; and
(c) that whilst the Association supported the CPZ proposals, it requested that the proposed parking bays in Cambridge Road adjacent to the Cottenham Park Allotments be pay and display only bays.

 

2. Officers confirmed that it would be possible to consider such an option; and as indicated below, the Panel subsequently agreed recommendation (G) in relation to this matter.

 

3. Discussion - There was then extensive discussion of the proposals.  Officers responded to queries including regarding the results of the consultation; and the reasons for the size, shape and differing operational hours of the various existing and proposed CPZ’s around the Raynes Park transport hub.

 

4. Lost Motion – Some Members were concerned that the CPZ proposals would include some roads where there was not a majority of residents in favour of the proposals.  It was moved and seconded that the parking bays proposed for
(i) Coombe Lane and Coombe Gardens (in Recommendation (B);
(ii) Coombe Lane (east of Lambton Road) (in Recommendation (C); and
(iii) Lambton Road (Coombe Lane to Worple Road) (in Recommendation (D);
be deleted from the proposals.  There were 3 votes for and 3 votes against the motion.  The motion was lost on the Chair’s casting vote. 

 

5. Recommendations – The Advisory Committee then considered the recommendations in the officer report which were subsequently agreed as detailed below.  The voting on the Recommendations is shown below.

 

Recommendations (A), (D) & (F) – Agreed

 

Recommendation (B) – Agreed (on the Chair’s casting vote; there were 3 votes for and 3 votes against the recommendation - Councillors David Dean, David Williams and Miles Windsor dissenting)

 

Recommendation (C) – Agreed (by 4 votes to 2 - Councillors David Dean and Miles Windsor dissenting)

 

Recommendation (E) – Agreed (Councillor David Dean dissenting).

 

6. Additional Recommendation – The Panel then agreed additional
Recommendation (G) shown below (regarding parking bays in Cambridge Road adjacent to the Cottenham Park Allotments).

 

RESOLVED: That the Street Management Advisory Committee recommends that the Cabinet Member for Environmental Sustainability and Regeneration:

(A) Notes the result of the informal consultation carried out between 29 August and 27 September 2013 on the proposals to introduce a Controlled Parking Zone (CPZ) RPC to include Amity Grove, Cambridge Close, Cambridge Road, Conway Road, Coombe Gardens, Coombe Lane, Cottenham Drive, Cottenham Park Road, Cottenham Place, Cranford Close, Devas Road, Durham Road, Durrington Avenue, Durrington Park Road, Hampton Close, Heights Close, Hillview, Hunter Road, Lambton Road, Laurel Road. Melbury Gardens, Oakwood Road, Orchard Lane, Panmuir Road, Pepys Road, Worple Road (between Lambton Road and Pepys Road).

Following officers introducing the report and responding to queries, the Advisory Committee agreed the report’s recommendations (as detailed below).

 

RESOLVED: That the Street Management Advisory Committee recommends that the Cabinet Member for Environmental Sustainability and Regeneration:

 

(A) Notes the results of the statutory consultation carried out between 14 November and 6 December 2013, on proposals to introduce A1 Controlled Parking Zone (CPZ) to include Abbott Avenue, Bronson Road, Chestnut Road, Dupont Road, part of Kingston Road (Bushey Road to Dorien Road) and Sydney Road.

 

(B) Notes and considers the representations received in respect of the proposals as detailed in Appendix 2.

 

(C) Considers the objections against the proposed measures.

 

(D) Agrees to proceed with the making of the relevant Traffic Management Orders (TMOs) and the implementation of the proposed ‘A1’ CPZ to include Abbott Avenue, Bronson Road, Chestnut Road, Dupont Road, part of Kingston Road (Bushey Road to Dorien Road) and Sydney Road, operational Monday to Friday, between 8.30am and 6.30pm as shown in Drawing No. Z78-213-01 rev C in Appendix 1.
