The License Holder advised the Licensing Sub Committee that he required an interpreter to help him in his understanding of the proceedings of the Sub-Committee.

The Licensing Sub-Committee agreed that in the interest of fairness the Sub-Committee meeting should be deferred so that an Interpreter can be made available to assist the Licence Holder and ensure his full understanding of and participation in the hearing.

In making this decision the Sub-Committee took account of Regulations 11 of the Licensing Act 2003 (Hearings) Regulations 2005 (“the Regulations”) which allows an authority to extend a time limit provided for in the regulations where it considers this to be in the public interest and Regulation 12 of the Regulations 2005 which allows the authority to adjourn a hearing where it considers this to be necessary for its consideration of any representations made by a party.

The Review will now take place on Tuesday 2 February at 2016
