The Chair opened the meeting and notified all present that the meeting was being recorded.  She outlined the procedure to be followed. 

 

All parties present confirmed they had received the bundle in advance of this meeting.

 

The Licensing Officer and Legal Officer both confirmed there were no matters for the Sub-Committee’s consideration at this stage.

 

The Chair invited the applicant’s representative, Steven McAffrey to introduce the application and asked that he detail how the applicant intends to address the four licensing objectives, particularly in the light of the premises’ location within a Cumulative Impact Zone. 

 

Steven McAffrey outlined the application for Chango in detail and pointed the Sub-Committee’s attention to the letter from the applicant, as detailed within page 21 of the bundle.  He noted the applicant’s willingness to accept conditions and amended hours in order for the application to be granted.   He emphasised that the applicant’s intention is to sell Argentinian wine only, to be served as an accompaniment to food, and stated that a licence granted to the premises would not add to the cumulative impact in Wimbledon Village, as the premises will not operate as a pub or club.

 

The Licensing Officer explained that the premises has a Temporary Event Notice in place for the duration of the Wimbledon Tennis Championships, which expires on 14 July.  He outlined the process of challenging a TEN application, which can only be done by the Police or Environmental Health.

 

At the invitation of the Chair, Sue Cooke outlined her objection to the application, stating that the Wimbledon Village CIZ is at saturation point, with local residents being subject to public nuisance such as noise, litter and disturbance from users of licenced premises in the zone.  She noted that the food served at Chango is not substantial, and also that many other licensed premises in Wimbledon Village serve food as well as alcohol, but problems still arise. 

 

Mike Rappolt outlined his objection to the application, highlighting nightly disturbance and vandalism in the area. 

 

Sonia Elkin outlined her objection to the application, describing the impact of the number of licensed premises upon the local area.

 

The Licensing and Legal Officers had no further comment to make.

 

At the invitation of the Chair, all parties made closing statements.

 

The Sub-Committee adjourned at 1.50 pm to take legal advice and make their decision.

 

The meeting reconvened at 2.45 pm and the Legal officer outlined the legal advice given in private session.  The Chair relayed the decision of the Sub-Committee and advised that written notification would be issued to all parties.

 

RESOLVED:  That the Sub-Committee grants the application, as detailed in the Notice of Determination, subject to the conditions listed within that document.
