RESOLVED: That the minutes of the meeting of 7 February 2019 were agreed as a correct record.

The Designation of parts of the highway as licence streets for the purposes of Street Trading pdf icon PDF 3 MB

Minutes:

The Technical Officer – Street Trading provided an update on two applications which had been presented to the Committee in February 2019:

 

·         Merton Café and Wine which had been refused at the meeting in February, had not submitted a new application, having taken account of the concerns expressed by the Committee at that previous meeting.

·         Greggs, Mitcham had received the street furniture the week prior to the June Committee meeting and had therefore not been able to fully test the area to date. The area would be tested over the summer and an update would be brought to the next Committee meeting in October 2019. Members noted that this would be on a temporary licence and its’ corresponding conditions. A temporary licence can be issued for a maximum of six months.

The Technical Officer presented the report on the designation of parts of the highway for the purposes of Street Trading.

 

The report concerned two applications for the following:

 

1)    An Area of 5.4m x 1m outside Hashim Halal Meat & Supermarket 241 London Road Mitcham CR4 3NH

2)    An area of 7.4m x 1.565m outside Kababji 80 The Broadway Wimbledon SW19 1RH

The Technical Officer advised that the Highways department had submitted concerns on both applications and that guidance from the Highways team now stated that the required clearance for a designation was a minimum of 2 metres, increasing from a minimum of 1.8 metres previously.

 

In relation to Kababji, members queried the practicability of an 0.6m designation. The Technical Officer advised that this was the size of a standard outside table however the use of the area was down to the company themselves. The Committee noted that should any use take place outside of that area the owner would be in breach of their licence.

 

In relation to Hashim Halal Meat and Supermarket, members felt that there was sufficient space within the shop without increasing the area outside.

 

RESOLVED:

 

That the Committee refused the application for 1) An Area of 5.4m x 1m outside Hashim Halal Meat & Supermarket 241 London Road Mitcham CR4 3NH

 

That the Committee refused the application for 2) An area of 7.4m x 1.565m outside Kababji 80 The Broadway Wimbledon SW19 1RH however confirmed acceptance of a time-limited temporary licence.
